A NEW focus on machinery failure in Shanghai waters along with the Covid crisis quarantine requirements, could lead to expensive and time-consuming class surveys and audits, reports Hellenic Shipping News Worldwide.
China's zero-tolerance policy towards the Covid crisis has turned out to be highly stressful for ships' crews and challenging and costly for both ship operators and charterers.
Now, it warns that it is very difficult to arrange class surveyors' attendance onboard ships while in ports and anchorages in China.
In December 2020, a serious collision resulting in the death of eight seafarers occurred in the deep-water fairway at Changjiangkou (CJK) off Shanghai.
The accident was caused by a failure of a ship's steering, prompting the Shanghai Maritime Safety Administration (MSA) to implement a strict process for carrying out investigations.
It also notified the industry that any serious deficiencies identified during an investigation would give rise to detentions.
