Held at SISI at 8:30 a.m. on August 4, 2009, the Expert Counseling Meeting on "Integrated Experimental Zone for International Shipping Development" featured the presence of Lu Qingdong, Director of Hongkou District Investment Promotion Office; Gu Beifen, Deputy Division Chief of the Division of Processing Trade Supervision under Shanghai Customs; Mao Boke, Researcher of Shanghai Municipal Transport and Port Authority; Wu Rong, Division Chief of the Administrative Committee of Yangshan Free Trade Port Area; Zou Junshan, General Manager of the Department of Operation and Dispatch of APL North China; Liu Xunliang, Member of SISI Expert Committee; Zhu Changyu, Director of the Research Office of China Shipping (Group) Company; as well as several members of Shanghai Municipal Development and Reform Commission. The meeting was chaired by SISI Secretary-General Zhen Hong.
The experts enthusiastically expressed their views at the meeting. Division Chief Wu Rong held that the legislation should be given top priorities so as to highlight the irreproducible uniqueness of Shanghai International Shipping Center. Liu Xunliang argued that Shanghai is a unity requiring uniform regulations and policies, but we can attract enterprises to several functional areas with specific facilitation measures. Gu Beifen explained the idea of "breakthroughs in integrated management", suggesting the task of combing different kinds of problems to be performed and managed by different related departments separately. Lu Qingdong pointed out that the Integrated Experimental Zone should base itself on Yangshan, but are not limited to Yangshan; high-end shipping services should not only be concentrated in Yangshan.
Through in-depth discussions on the scope, functions and content of the Integrated Experimental Zone for International Shipping Development, the experts put forward constructive comments and suggestions for further promoting the construction of Shanghai International Shipping Center.
