SISI Assumes a Leading Role in the Working Group of Shipping Broker Licensing Examination

On the afternoon of April 2, the “Inaugural Meeting of the Expert Committee and Working Group of Professional Subject Examination of Shanghai Shipping Broker Licensing Examination & the 1st Session of the Expert Committee Meeting” was held in the conference room of Shanghai Municipal Transport and Port Authority. Presided over by Deputy Director-General Zhu Jianhua of the Authority, the meeting was also attended by Director-General Sun Jianping.


At the meeting, Mr. Sun Jianping presented letters of appointment to employed experts. Secretary-General Zhen Hong and Deputy Secretary-General Li Gang of SISI, as well as Secretary-General Liu Xunliang of SISI Shipbrokers Association were appointed as experts. Other employed experts included Li Guangcheng, Chief Representative of the globally renowned British Howe Robinson Shipbrokers and Chartering Agents Shanghai Representative Office; Ji Wenyuan, General Manager of Seamaster Chartering & Shipbroking (Shanghai) Limited; Zhao Yunmin, General Manager of Shanghai Ruida Shipping Broker Co., Ltd.; Wang Cheng, General Manager of Clarkson Shipping Broker (Shanghai) Co., Ltd.; and Di Qing, General Manger of Shanghai Lianhan Shipping Broker Co., Ltd. etc.

In his speech, Director-General Sun Jianping expressed his gratitude to experts for their strong supports for the pilot entry of the first shipping brokers, and invited experts to continue to support the second pilot work. He said that the Expert Committee aims to make use of international advanced experience and practice, explore a way which not only adapts to Chinese situation, culture and market environment but also guides the formation of shipping brokerage industry up to the “Shanghai” standard, and preliminarily cultivate and select from the entry link the personnel with considerable qualifications and potentials for Shanghai International Shipping Center to engage in international shipping brokerage. To achieve this, the power of the industry shall be relied on so that real talents can be selected from sectors of shipping broker, law and personnel training and will work as a highly professional and international team of experts to provide policy consulting and professional guidance for Shanghai International Shipping Center. Mr. Sun cordially asked the participants to propose their comments and suggestions so as to jointly help the industry management and development services become standardized, professional and international at the soonest. Meanwhile, he thanked the SISI working group for its positive efforts to the establishment of a normalized and institutionalized entry system for Shanghai shipping brokerage, and further encouraged everyone to continue their work and make new achievements.


On behalf of the experts, Ji Wenyuan, General Manager of Seamaster Chartering & Shipbroking (Shanghai) Limited, said that Shanghai International Shipping Center is essentially a kind of culture and needs to be understood from the perspective of cultural construction. Shanghai Shipping Broker Licensing Examination shall become an extension of shipping professional training and play a greater role in improving the quality of practitioners.


Jing Yan, Assistant to Division Chief of the Security and Coordination Division and International Shipping Promotion Office of Shanghai Municipal Transport and Port Authority, outlined the progress of the whole working group. Liu Xunliang, Secretary-General of SISI Shipbrokers Association, introduced the examination syllabus and teaching materials. Li Gang, Deputy Secretary-General of SISI, explained the detailed task arrangements for the employed experts. Afterwards, the participating experts engaged in discussions and put forward many valuable comments and suggestions on the examination.


SISI Secretary-General Zhen Hong expressed appreciation to Shanghai Municipal Transport and Port Authority for its trust for SISI, and promised to spare no efforts in completing the examination-related work.
