Shanghai Customs launches 12 innovative measures, further facilitating Pudong trading.

The specific measures include deepening headquarters economy, expanding support from centralized customs to regional customs clearance, simplifying processing trade procedures and optimizing tax relief approval. For headquarters companies, a new customs and taxation model will be launched, featured as “pre-approval in advance, electronic release and tax collection in the process, and batch customs clearance and reviewing afterwards.” Pilot paperless customs clearance companies expand to all A-class and some B-class enterprises with good credibility. In the first half of the year, Shanghai Customs strives to sign the agreement with 4000 enterprises and more than 50% of enterprises realize paperless customs in 2013. Based on pilot taxation on telecommunication enterprises, three integrated circuit enterprises in the second batch realize bonded supervision. Fast customs clearance will be launched for biopharmaceutical outsourcing services. Six biopharmaceutical enterprises in Zhangjiang will be included into the third batch pilot enterprises. Bonded enterprises launch inspection and repairing services for global products. Jinqiao Export Processing Zone (South Zone) expands from sole export processing to bonded logistics, research and design, inspection and repair, and product exhibition. The measures also include establishing Zhangjiang Park airport service center, realizing direct allocation and fast LCL (Less-Than-Container Load) between the airport and Zhangjaing, and exploring convenient customs models in line with the needs of Disney project.
