Ye Hongjun, director of SISI Shipping Policy and Law Institute. Ye got his bachelor’s degree from Fudan University in 1985 and master’s degree from Shanghai Maritime University in 2003. He worked as a teacher at Beijing Transport Management Institute from 1985 to 1988 and then in the Institutional Reform Department of the Ministry of Transport (MOT) from 1988 to 1997. Currently working as chief of Laws & Regulations Division of the Water Transport Department of MOT, Ye is mainly engaged in water transport legislation. He is the main drafter of Shipping Law and Sea Route Law that are in process and Port Law which has been passed, has translated and published Shipping Allowance and Guideline on Shipping Legislation, translated and edited Anthology of European Shipping Policies and Regulations, presided over the drafting of MOT Rules of Domestic Water Transport and Rules of Port Cargo Operations in 2000, co-authored Definitions in Rules of Domestic Water Transport and Rules of Port Cargo Operations, and published the Port Law Analysis in 2003. Ye is an expert on water transport policies and laws.
