Shanghai Customs will pilot a new system for export-goods clearance on Aug 11. The new policy would allow some export goods with tax-rebate issues to be cleared if the concerned enterprises offered effective collateral.
The new method will increase clearance efficiency, regulate export goods collateral, ensure effective customs enforcement and support the increase of export trade.
During the first half of the year, Shanghai Customs piloted 19 new measures in the Shanghai Pilot Free Trade Zone, including bonded exhibition and trade, centralized declaration of batch imports and exports, enterprise registration reforms, and enterprise self-regulation, which all facilitate customs clearance and expand customs functions.
Shanghai Customs is now promoting the FTZ experience to all eligible enterprises in the customs district. It plans to launch a reform of integrated customs clearance in the Yangtze River Economic Zone by Oct 1 and expand paperless customs clearance to 85 percent.
