First of all, this report analyzes the composition of the home port-based cruise industry and expounds its effects on the regional economy. Second, starting with the actual situation of Shanghai’s construction of cruise home port and development of cruise industry, the report assesses their current development and existing problems. By summarizing the experience in cruise industry development at home and abroad, it points out the main lessons learnt that can be drawn on by Shanghai, and sets forth the positioning, goals, priorities, development path and main tasks in building the cruise home port and develops the cruise industry in light of Shanghai’s actual conditions. In the end, the report proposes corresponding guarantee measures according to the goals.
