On the basis of analyzing the development status of Yangshan port area’s transshipment function, this study focuses on how, under the policy of “within the boundary, outside the customs”, to utilize the “piloting” advantages of the comprehensive pilot zone to realize innovation and breakthroughs in the mode and policies concerning the coastal container transshipment, create conditions and attract relevant factors, so as to form an environment beneficial for enhancing Shanghai port’s transshipping capability.
