Since the State Council issued the Opinions on Pushing Shanghai to Accelerate the Development of Modern Service Industry and Advanced Manufacturing Industry to Build the International Financial Center and Shipping Center (Guo Fa [2009] No.19), the construction of Shanghai international shipping center has entered a critical phase of transformation. In this phase, great importance is attached to improving the soft power and soft environment of shipping service while emphasizing the infrastructure capacity and maintaining the advantages in port cargo transportation.
