By studying and analyzing the main international shipping center cities in the world and the trend of international shipping industry, and based on a comparative study of Shanghai and other leading shipping center cities in the Asia-Pacific, this report, in light of relevant policies and rules in China, puts forth the goals and functional positioning of Shanghai international shipping center, and proposes the corresponding policies and strategic choices from the perspective of national strategy.
