No approval needed to import non-special use cosmetics

Imports of non-special use cosmetics no longer need official approval in China (Shanghai) Pilot Free Trade Zone, starting this month. It means Chinese customers can buy new products as soon as they appear in overseas markets.


Special-use cosmetics refer to those for hair nourishment, hair dying, hair perm, breast enhancement as well as deodorant, whitening cream and sunscreen lotion. Those not listed in this category are non-special use cosmetics.


The new policy is implemented on a trial basis in the free trade zone until December 21, 2018.


Importers only need to make a file with the government supervisor for product inspection to ensure user safety.
