Wilmington port gets new operator after GT USA's unsettled tenure

DELAWARE's Port of Wilmington is set to undergo a significant transformation under its new operator, reports New York's Journal of Commerce.

After GT USA, the previous operator, faced financial and operational challenges and failed to secure funding, Diamond State Port Corporation (DSPC), the port's owner, transferred the operating concession to Enstructure LLC.

Enstructure, a private operator with expertise in bulk and breakbulk terminals, will invest US$21 million to develop a new one million TEU container terminal at the port.

As part of the agreement, Enstructure will assume up to $200 million in secured debt from GT USA and pay DSPC an annual fee of $1 million, adjusted for inflation, until 2078, when the concession ends.

Unlike its predecessor, Enstructure will not be subject to container throughput fees or similar volume agreements.

Enstructure's investment will primarily focus on the proposed Edgemoor terminal, which will feature berths for two neopanamax ships and a channel depth of 14 metres.

Additionally, DSPC has the option to contribute an additional 25 acres of land to the existing 80-acre parcel at Edgemoor.

The transfer resolution by DSPC states that GT USA failed to provide a viable long-term financing plan for the Edgemoor expansion and did not sufficiently progress the project.

In contrast, Enstructure aims to collaborate with DSPC to develop Edgemoor into a top-notch container terminal, working alongside a global carrier.

While the initial estimated cost of the project was $477 million in 2016, an updated figure is currently unavailable.

Enstructure expressed its enthusiasm for the Edgemoor project, emphasizing its potential to enhance Wilmington's stature as a crucial port city on the east coast and deliver substantial economic benefits to the state.

In addition to the Edgemoor investment, Enstructure plans to allocate $45 million for capital improvements to the existing container terminal at Wilmington, which presently handles around 600,000 TEU annually.

Enstructure has also agreed to manage its existing operations at Wilmington separately from the port's operations.

These operations encompass breakbulk and bulk stevedoring, trucking, trans-loading, and warehousing services.
