These requirements, coupled with associated compliance costs, burden both governments and the business community, potentially hindering the development of international trade, especially in developing nations.
One hundred and twenty-eight IMO member states have embraced the MSW, fostering electronic exchanges between ships and their respective ports.
The responsibility for enforcement lies with the governments of IMO member states.
