OOCL to start EU's Import Control System 2 in November

HONG Kong's Overseas Orient Container Line (OOCL) is to commence Entry Summary Declarations (ENS) filing into Import Control system 2 (ICS2) for all shipments import to or transshipped via EU countries, plus Norway, Switzerland and Northern Ireland on or after November 4, 2024.


ICS2 is a new and updated customs electronic import system that will manage the advanced safety and security risk analysis for all goods entering the European Union (EU).

"Regarding the data element of ENS required by ICS2, please ensure that you provide complete and accurate shipping instructions (SI) before the SI cutoff closing time," the carrier said in a statement.

"If your shipping instructions (SI) are not received on time, we will be unable to complete the advanced filing of customs declarations as required by the regulations. As a result, we will have to strictly enforce the "No MRN/ No load" policy. This means that OOCL will be unable to load your shipments without a valid MRN (Movement Reference Number) from EU Customs," the carrier warned.

Among other things, the ENS data elements to be submitted should include a complete and accurate cargo description, six-digit Harmonized System (HS) code for each cargo description, and the Economic Operators Registration and Identification (EORI) number of the consignee established in the EU.

Other information to be supplied include Customs Union and Statistics Number (CUS code) for harmless and dangerous goods (DG) chemicals if applicable, as maintained in the European Customs Inventory of Chemical Substances (ECICS).
