Hong Kong's Transport and Logistics Bureau has unveiled measures to promote smart, green and sustainable growth in the logistics industry, reports Athens' Safety4Sea.

The initiatives include the formal launch of the Port Community System, new ESG Data Collection Tools for logistics SMEs, and findings from a planning study on a modern logistics cluster in Hung Shui Kiu/Ha Tsuen. The measures aim to boost efficiency, sustainability and competitiveness.

Secretary for Transport and Logistics Mable Chan said the Five-Year Plan reaffirmed Hong Kong's role as an international maritime centre. Since 2023, the Action Plan on Modern Logistics Development has guided the sector with eight strategies and 24 action measures, including subsidies, training, land supply, youth engagement and overseas promotion.

The Port Community System, developed with more than US$200 million in government funding, provides real-time cargo tracking across sea, land and air transport. It also offers services such as "One-Data-Multiple-Declarations" to streamline import and export processes.

At the rollout, the bureau signed a memorandum with the Logistics and Supply Chain MultiTech R&D Centre and start-up FUNDel to connect PCS data with industry platforms and support trade finance assessments for SMEs.

The planning study on the Hung Shui Kiu/Ha Tsuen cluster recommended enterprise-oriented development, market-enabling policies and innovative approaches. The government will invite expressions of interest for the first site this year and finalise lease terms after industry consultation.

Building on the ESG roadmap announced in June 2025, the bureau released a toolkit for SMEs including templates, dictionaries and manuals to support systematic ESG data collection and reporting. The tools aim to strengthen sustainability and competitiveness.

The bureau pledged close collaboration with industry to consolidate Hong Kong's logistics hub status and leverage national and regional opportunities for high-quality growth.
