Sri Lanka's Ministry of Ports and Civil Aviation has launched an initiative to introduce an Air Cargo Community System (ACCS), a digital platform designed to reduce delays, streamline paperwork, and expedite cargo clearance for the country's importers and exporters.
To guide the project, the Ministry has established a multi-stakeholder committee that brings together the institutions responsible for air cargo processing in Sri Lanka. Its members include Airport and Aviation Services (Sri Lanka) Limited, Sri Lanka Customs, the Board of Investment of Sri Lanka (BOI), SriLankan Airlines, the Ministry responsible for the digital economy, the Ministry of Finance, Planning and Economic Development, the Department of Import and Export Control, the National Plant Quarantine Service, the Ceylon Chamber of Commerce, and the National Chamber of Exporters of Sri Lanka.
The committee is currently conducting a feasibility study focused on technical and business reviews to assess how the system could be implemented.
A progress review meeting on the study was held recently, chaired by Deputy Minister of Ports and Civil Aviation Janitha Ruwan Kodithuwakku. Ministry Secretary W. W. S. Mangala and representatives from the participating institutions took part in the discussions.
According to the Ministry, the ACCS is expected to minimize delays and unnecessary paperwork in the clearance process, accelerate information exchange among the institutions involved, and create a more transparent service for traders. The Ministry said the initiative aims to identify existing bottlenecks in the air cargo process and provide practical digital solutions through the participation of all stakeholders.
The Ministry added that the project supports broader efforts to improve efficiency in the air cargo sector and foster a more favorable environment for trade and economic activity. It said work will continue in collaboration with all key parties.
