Shanghai Port Constitution, the first constitution of ports in China, was issued on Nov. 22nd, marking the further compliance of China’s port services and institutional framework with global practices. The Ministry of Transport of China and Shanghai authorities claimed that the issuance of the Constitution had manifested the government’s consciousness of service and dedication to enhancing the comprehensive management capability and administrative efficiency. With the Constitution taking into effect, it will contribute not only to the openness and transparency in administration, information disclosure and policy making of Shanghai port authorities, but also to the development of Shanghai international shipping center.
With 42 articles in 8 chapters, the Constitution, which serves as a public notice of the fundamental laws, policies, regulations and rules Shanghai Port, has introduced Shanghai Port as well as the port facilities, port authorities, provisions on the arrival and departure of ships, port operation, port services, port security and environmental protection, and made a comprehensive and objective illustration of administrative, maritime and port management in Shanghai Port.
