Shanghai to Expand Tax Refund at Ports of Departure to Advance Pilot District Development for International Shipping

Shanghai is to expand the pilot district of tax refund at ports of departure to accelerate the development of pilot district for international shipping. By the end of 2012, Shanghai Customs has issued the certification page of the declaration form for export drawbacks for 1419 batches of cargos, the total value of which exceeds 200 million dollars. Shanghai will continue pioneering in this area for breakthroughs in tax concession, vessel register, and customs clearance. Five tasks lie ahead: Expanding the pilot district of tax refund at ports of departure; Implementing and improving bonded vessel register system at Yangshan Port, thus increasing the Yangshan-registered ships; Facilitating finance leasing, and bringing into full play the advantage of large-scale finance leasing in bonded area; Thoroughly studying the integrated mode of the bonded area and stepping up the progress of “International Transit and Distribution Center at Yangshan Bonded Area”; Researching international finance leasing and securities businesses, and innovating financial services for shipping industry.
