This report comprehensively reviews the main achievements made in building the Shanghai international shipping center during the 11th Five-year Period in eight respects, including international shipping (the main business), the collection, distribution and transportation system, modern shipping service system, comprehensive pilot zone for shipping development, shipping finance, cruise industry, port and shipping equipment manufacturing and regional cooperation. The report also analyzes the opportunities and challenges to be encountered in building the Shanghai international shipping center during the 12th Five-year period, and puts forth the master goal and specific targets of building the center during that period. In view of those targets, the report sets forth seven main tasks and proposes the guarantee measures including advancing the institution, improving the environment and cultivating talents.
