Improving the promoting mechanism for Shanghai international shipping center is critical for the successful transformation of the center. At present, there are early signs of local port & shipping resource integration in the Yangtze River Delta, but an overall strategic cooperation and reasonable resource allocation hasn’t been formed yet. On the basis of summarizing the current progress on the Shanghai international shipping center, analyzing the trend of international shipping industry and drawing on the actual experience in shipping center development, this research group puts forth the overall thought for the promoting mechanism and resource integration for Shanghai international shipping center. It also analyzes the integration of administrative resources in Shanghai and in the Yangtze River Delta and of social and industrial resources, studies the establishment of the promoting mechanism, and eventually proposes the measures and suggestions for pushing the Shanghai international shipping center.
