To promote the formation of Shanghai international shipping center and foster a high-end shipping team more quickly, this research group was instructed by Shanghai municipal government to conduct an in-depth study of the “high-end shipping talent development strategy for Shanghai”. It analyzes the qualities of high-end talents in international shipping centers, looks at the status quo, bottlenecks and problems in the high-end talent development of Shanghai international shipping center, and refers to the methods, means and experience of developed countries and regions in cultivating high-end shipping talents. On that basis, the research group puts forth the goals, principles and incentives for cultivating high-end talents that meet the need of international shipping center, and proposes auxiliary guarantee measures to strengthen that work.
