The electronic filing system will soon phase out paper-based filing system in Shanghai Pilot Free Trade Zone and this has been listed as one of the 100 successful reform cases in the three-year-old zone, officials said recently.

Shanghai Archives worked with the FTZ administration last year to develop an e-filing program that makes file transfer, authentication and storage safe and reliable.

The program has been used on a trial basis since last November and will be promoted across the city to raise government efficiency and to benefit businesses.

The e-filing system will play a key role in delivering one-stop-shop public services and making online application, processing, licensing and certification possible. It can also lower government costs and strengthen public oversight, officials said.
