EU eyes shipping, violations in new sanctions package

PROPOSALS presented to EU envoys recently outline measures aimed at curbing Russia's revenues from liquefied natural gas (LNG) sales and restricting support for its military efforts, reports Reuters.

The package includes plans to prohibit using EU facilities for trans-shipping Russian LNG to third countries and ban EU ports and locks for vessels aiding Russia's war endeavors.
This encompasses transporting goods yielding substantial revenue for Russia, items or technology utilized in defense and security, or fuel shipments beyond regulated price caps.
Additionally, EU operators would be held responsible if their non-EU subsidiaries violate sanctions.
For sensitive goods crucial to Russia's military or battlefield operations, operators must establish due diligence systems to identify and mitigate export risks to Russia.
The proposals prohibit political parties, think tanks, or EU-based media from receiving economic benefits from Russia. Media outlets such as Voice of Europe, RIA Novosti, Izvestija, and Rossiiskaja Gazeta would be added to the list of sanctioned entities.
Furthermore, the EU aims to tighten restrictions on flights and road transport involving aircraft or trucks owned or controlled by Russians.
A ban on transactions utilizing Russia's financial messaging systems outside the country would also be imposed.

Importantly, the proposal outlines exemptions for rough diamonds imported from Russia before January 1 and polished diamonds imported before March 1 or September 1, based on weight, from the ban's coverage.
