The latest master plan was approved to speed up the re-creation of a Qingdao port!

On 9 September, the Qingdao Port Master Plan (2035) was jointly approved by the Ministry of Transport and the Shandong Provincial Government.

The new version of the master plan connects with the National Port and Waterway Layout Plan, and puts forward the development vision of Qingdao Port as ‘a world-class port, a shipping and logistics hub, a regional economic engine, and a glamorous and energetic space’ from the perspective of serving the construction of a new development pattern, a strong transport country, a strong maritime country, the ecological protection of the Yellow River Basin and the high-quality development of the country, as well as the economic and social development of Shandong's hinterland along the Yellow River. The development vision of Qingdao Port is ‘world-class strong port, shipping and logistics hub, regional economic engine, charming and energetic space’. As the first successful case of ‘strategic white space’ in China, the new version of the general plan is of great significance for Qingdao to better utilise its advantages in marine resources and accelerate the construction of a world-class marine port.

Accelerate the reconstruction of Qingdao Port. Based on the actual development of Qingdao port, the new master plan comprehensively buttresses the national regional development strategy, and takes Huangdao, Qianwan and Dongjiakou as important port areas; the planned comprehensive passing capacity exceeds 800 million tonnes, doubling the existing passing capacity. Qianwan port area will accelerate a total investment of 16.8 billion yuan of container upgrading project in Qianwan port area, the completed container, general cargo, general berth upgrading and transformation, and make every effort to build a leading container hub in Northeast Asia; Dongjiakou port area will accelerate the start of the Dongjiakou port area north of the three protruding dyke berths 7-8 # Dongjiakou port area Luanya Taiwan operations area at the end of the Bay General Terminal, Dongjiakou port Luanya Taiwan east of the container terminal and other total investment of more than 310 million. Container terminal and other key projects with a total investment of more than 31 billion yuan construction, will then add an annual capacity of 130 million tonnes, 11.6 million TEUs, to create a ‘Qingdao Port’ to provide strong support.

In-depth promotion of port transformation and upgrading. The new general plan focuses on the development positioning of Qingdao to build a leading modern marine city and an international shipping centre, and effectively improves the port function support in the shipping service cluster area. It clearly relies on the international cruise port area to accelerate the gathering of financial insurance, ship management, maritime arbitration and other shipping service enterprises and institutions; relies on the Qingdao section of the Shandong Free Trade Zone to focus on the development of international trade, shipping and logistics industries, and strengthen the development of international transit, cross-border e-commerce, automobile imports and other new trade modes and patterns; and relies on the Dongjiakou Economic Zone to actively develop the trade of bulk commodities, such as crude oil, iron ore, liquefied natural gas, and other commodities. In the future, Qingdao Port will continue to accelerate the transformation from a logistics port to a hub port, a trade port, a financial port and a digital port to further enhance the competitiveness of Qingdao's international shipping centre.

Smooth the land and sea channels along the Yellow River. The new version of the general plan is based on the rational allocation of resources in the port, and puts forward the overall development pattern of ‘one bay, two wings and six districts’, strengthening the planning and allocation of roads, railways, pipelines and other collection and evacuation corridors in the back of the port. Around the Jiaozhou Bay port area transport structure adjustment, orderly push forward the forebay port highway, railway transformation, and strive to create a three-dimensional port and city of passenger and cargo diversion of integrated transport system. Focusing on the development needs of Dongjiakou port area, accelerate the Dongjiakou to Wulian Railway and Jiaoxin Railway expansion and renovation project, and strive to be completed and opened to traffic in 2027; accelerate the Shenhai high-speed (Nancun to Qingdao-Rizhao section) expansion project, Dongjiakou to Liangshan Expressway construction, respectively, scheduled to be completed and opened to traffic in 2025 and 2026. By constructing a grid-radial transport pattern of fast and connected ports, strengthening the interconnection of transport infrastructure and shaping the unique advantages of the international logistics corridor.
